  *Challenging Pointless Dam Projects: Mini Hydro's Two-Decade Triumph in Sustainable Energy in Belaga*

  As the Village Head, Garak does not agree with the way the GPS state government handles the dam construction project in the state. It is said that the residents of Sg. Belaga agreed that the Melata dam should be built in their area. According to Garak, the state government should not only ask for the approval of village heads or tribal leaders. The consent of the poor or common people is very important. Obviously in the past the construction of the Murum and Bakun dams disturbed the lives of the residents.

  Garak explained that Kampung Long Lawen did not agree to move to the new settlement of Bakun Sungai Asap, because the compensation value is too small, the land is only 3 acres for a family and it is expected that the poor family will not be able to pay the water and electricity bills.

  The residents of Long Lawen moved their settlements (long houses) to higher ground when the bakun dam began to fill with water. In this higher Settlement the residents built a mini hydro Dam with the help of NGO-Green Empowerment from USA.

  From 1999 to 2021, the residents of Long Lawen get electricity from this mini hydro dam, without having to pay electricity bills. In 2022 SEB supplies electricity to Long Lawen for free, in return for the land of Long Lawen residents who were not compensated by SEB- in the construction of the Murum hydroelectric dam.

  Since the construction of the Murum hydro-electric dam more than 10 years ago, most of the NCR land of Long Lawen residents is affected due to the construction of the project. However, until now SEB and the Sarawak government have not paid compensation for the land. An argument ensued when the government said that the valuation of the land was based on sec 6. But the residents insisted that the land was indeed their NCR land which was valid and should be paid using the land price of sec 18. This case has been brought to court. The residents of Long Lawen use the services of Lawyer Abun Sui Anyit. Residents are still waiting for a hearing date.

  Garak said that they still take good care of the mini hydro dam, because if SEB asks us to pay the electricity bill and we can't afford it, they will use the mini hydro dam again.

  *Marginalized Tukau Locals: GPS, Parabena, and Land Survey Disregard their Plight*

  James reports the current status of actions regarding cases of oppression by the Land and Survey department and Parabena. According to Mr. James, he and several villagers do not wish to pursue the case in court, although a few villagers still want to proceed with legal action against Parabena.

  James said that, he and several villagers have sent letters to the Premier of Sarawak, representatives, Parabena, Land and Survey, and various related offices to demand fair compensation. Mr. James and the villagers are unable to afford legal services to continue the case, so it is reasonable for them to seek compensation for the losses incurred on their crops and houses that they have built for over 20 years.

  Currently, they are only awaiting responses to their compensation demand letters.

  *UNDRIP Principles and Local Governance: Striving for Community Consensus*

  Deputy Minister II for Youth, Sports, and Entrepreneur Development Sarawak, Dr. Ripin Lamat, emphasized the importance of every member of the village, security, and development committee (JKKK) in strengthening the relationship between villagers and grassroots leaders. These leaders include the 'tuai rumah' (longhouse chieftains), village headmen, and 'Ketua Kaum' (neighbourhood chiefs).

  However, in contemporary times, many village leaders are appointed by YBs or politicians, leading them to become spokespersons for the GPS (Gabungan Parti Sarawak) and companies. This trend often results in chaos within the village, as these leaders prioritize their personal benefits, neglecting the rights of the villagers.

  Bill Juga highlighted that not all appointments of JKKK by YBs are necessarily bad, but issues arise when there is a lack of consensus within the community. He advised that adherence to the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), specifically in Article 4, commits the government to ensuring the self-determination rights of Indigenous Peoples.

  He further emphasized that in the past, leadership was often determined by qualities such as being a warrior, but nowadays, it differs significantly. Individuals with the ability to think critically or possess education should be considered for leadership roles. Bill Juga suggested that if the JKKK team is elected by the community, it would lead to less politicization and greater democratic representation.

  1. The appointment of TYT Sarawak is unconstitutional - according to PBK President Voon Lee Shan. The Sarawak Constitution should be amended so that the appointment of the Sarawak TYT does not require the intervention of people outside Sarawak (Agong/King or Prime Minister in the Federation).

  2. The case of the traffic police asking for bribes from 2 foreign tourists was investigated by Bukit Aman. The case is believed to occur in December 2023.

  3. Tycoon and millionaire Daim Zainuddin pleaded not guilty to failing to comply with the MACC notice to declare hate. There were 71 properties that failed to be declared by Daim. Including 38 companies, 25 real estate and hotel units, 7 luxury vehicles and 2 bank accounts. Daim was charged with deliberately giving a written statement under oath that did not comply with the terms of the SPRM notice dated 8 Nov 2023. He was charged according to section 36(2) of the SPRM Act 2009. Daim urged the public to oppose the PMX Anwar Ibrahim administration which he described as carrying out false and wrong reforms exercise power with selective prosecution.

  *Voon Raises Questions on Legitimacy: Is the 8th TYT Appointment Constitutional?*

  With the awarding of the letter of appointment by the Agong/King and the swearing-in ceremony of the TYT at the Sarawak state assembly at 3 pm 29 Jan 2024. The issue of the appointment of the 8th TYT Sarawak has been completed.

  But for PBK President - Voon Lee Shan, there are still too many unresolved issues. The question arises whether Tun Taib was fired or resigned? No official announcement from the state Astana in Kuching or Announcement by Istana Negara, no resignation letter submitted.

  Voon said that, before the appointment of the new TYT is made, the old (existing) TYT must resign first. Tun Taib's term of office still remains until Feb 2024, is Tun Taib forced to resign or refuses to resign, even though he is old, infirm and sick.

  Voon also raises another question – Is the appointment of the new TYT through discussion with the Premier of Sarawak? If that is, the Premier of Sarawak should bring the matter up for discussion in the Sarawak state assembly meeting. From the public information we know, that is not the case.

  Voon claims that what is happening now is turning his back on the Sarawak constitution or the appointment of the 8th TYT is unconstitutional. Voon suggested that Sarawak move to a more mature and democratic governance. That is by amending the Sarawak constitution so that the power to appoint Sarawak TYT is no longer given to the Agong/King.

  Second, The appointment of TYT must be through a motion and vote in the Sarawak state assembly. All parties have the right to nominate candidates in the Sarawak state assembly conference. According to Voon, Leo Mogie, Alexander Nanta Linggie and Richard Riout are also eligible to be considered for the post of TYT, apart from other parties who contributed a lot outside the political radar.

  Voon's final assertion is, if the Agong/King is found to be doing something that violates the constitution, he can also be prosecuted in a special court according to article 33(a) of the federal constitution.

  Jeffrey Ngui of MUDA Sarawak

  *5G's Limited Reach Interior: Prioritizing Fundamental Communication Networks*

  Jeffrery Ngui describes the statement claiming Malaysia's 5G as the fastest in the world as highly dismissive of the sentiments of the people in the digital age. Many in the rural areas of Sabah and Sarawak, according to his colleagues, will lose connectivity when returning to their villages. Jeffrey acknowledges the government's substantial investment in Telco towers in Sarawak but questions their functionality.

  Jeffrey Ngui also believes that there may be hidden hands from certain politicians in the internet projects in rural areas, aiming to obstruct telecommunication services to the people in those areas. Moreover, in semi-urban areas, the 5G network is reportedly unusable. Jeffrey suggests that it would be better to utilize the 4G network, funded by the people's money, rather than investing in 5G that doesn't fully function.

  *Neglected Roads and Forgotten Villages in Kota Marudu Sabah*

  On the road leading to SK Mengandai in Kota Marudu, a recent viral video highlighted the challenging conditions faced by primary school students and one of their teachers returning to their hostel. They had to spend the night at a farm hut due to the poor road conditions, especially during the rainy season. This issue is not new, but it has gained attention through social media.

  The villages in Magandai, located in the Kota Marudu area, face difficulties exacerbated by the inadequate road infrastructure. It is noteworthy that Kota Marudu, despite being one of the poorest districts in Malaysia, has Dr. Maximus Ong Kee Lee as its Member of Parliament, who is also a long-serving minister.

  The road, originally a logging road, has seen little to no maintenance since the logging company ceased operations for an extended period. Even Barnie, himself, has experienced such road conditions and spent nights on the roadside. The surrounding communities rely on oil palm companies for minor maintenance.

  Given the circumstances, there is a call for the Public Works Department and other state agencies to identify roads connecting to urban schools and prioritize the upgrading of these roads to ensure better accessibility and living conditions for the local residents.

  1. Appointment of TYT Sarawak. The Majority was not given a leading role. The Dayaks are the majority in Sarawak, been waiting for 6 decades to be given the job as TYT. But until today it has not been given a chance. Today the announcement was made that Wan Junaidi Tunku Jaafar was appointed as the 8th Chief Minister of Sarawak. The swearing-in ceremony will be held on 29 Jan 2024. This gave various reactions among the people of Sarawak. Some people think that the prime minister and the Agong/King should not be involved in this matter of appointment. It must go through the Sarawak State Assembly, appointments are made in Sarawak. Appointments are now made by the Agong/King of Malaya, as if Sarawak was still colonized by Malaya. As in the past. The Governor of Sarawak is appointed by the Queen of England. Some argue that article 1(1) of the Sarawak constitution, which gives the Agong/King the power to appoint a TYT after consultation with the Premier of Sarawak, should be repealed. However, the factor that can change this is the dominance in Sarawak's PBB Party itself. Now PBB Sarawak is completely dominated by the Bumiputra (Malay) Wing while the PESAKA (Dayak) wing is only complementary. Therefore, because of that, all decisions are made by the Malays in the UN. PBB in Sarawak controls more than two-thirds of the Sarawak state assembly seats.

  2. Daim and his wife Naimah fired their 2 lawyers today, due to a difference of opinion in the handling of the case. Daim is expected to be prosecuted at any time for failing to declare assets, just like the case faced by his third wife.

  3. Najib and 1MDB Management have never reported the embezzlement of funds in the company since 2009. Further strengthening the evidence that he was involved in embezzlement.   *Land Deception: Community Leaders and Former Government Officials Turn Advocates Sparking Panic for Illicit Land Acquisition*

  Dennis Along and his associates filed a report today with the Malaysian Anti-Corruption Commission (MACC) in Miri regarding the alleged abuse of power and misappropriation of funds by tribal leaders and counselors. The case revolves around the questionable utilization of RM2 million in cash labeled as a "donation" by PUSAKA KTS in 2009 to the residents of Long Terawan and Long Melinau Mulu, with no accompanying financial statements. This donation is connected to the alleged taking of Native Customary Rights (NCR) land from the villagers.

  He strongly criticized the community leaders, labeling them as a group of scammers with the victims being the villagers. In 2019, Radian Legon initiated a palm oil plantation on NCR land in Long Terawan and Long Melinau, promising cash assistance of RM400k for each village and RM200k for a water pipe project in Long Terawan. However, no financial statements for these funds have been provided, and as of today, only the pipe has been installed without a water source.

  Dennis claimed that irrespective of changes in leadership, from village chiefs to counselors, the modus operandi remains the same, indicating collusion with previous officials. Retired officials, after leaving public service, allegedly join large plantation companies and act as advocates, collaborating with village chiefs to deceive residents into surrendering their land. They allegedly withhold the consequences of section 6 from the villagers, emphasizing that refusal to sign would result in no compensation, using intimidation tactics supported by certain elected representatives (YBs).

  Dennis mentioned that despite multiple requests for responses from Baram MP Dennis Ngau and Mulu State Assemblyman Gerawat, they have not been truthful and have even threatened arrests through the media if villagers obstruct land survey activities.

  Several villages are currently troubled by land survey issues, with former interior officials allegedly acting as survey advocates, spreading misinformation through WhatsApp groups to create panic.

  Dennis urged MACC to thoroughly investigate the matter and vowed to escalate the case to MACC headquarters.

  Additionally, he discussed the rejection of the Mulu National Park extension due to the Sarawak Forestry Corporation (SFC) providing only a two-week timeframe for land surveying. This short duration is deemed impossible for the villagers. Furthermore, he highlighted the attempt to classify the designated area as a "totally protection area," prohibiting villagers from entering, which Dennis emphasized is impractical.

  Dennis also pointed out the Tutoh community's refusal of the Tutoh Dam, citing precedents like Batang Ai, Bakun, and Murum dams where communities did not experience development but faced increased hardships.

  *Rejecting Tutoh Dam: 800+ Signatures and More to Come Call for Action, Deadline Set for Abang Johari's Response*

  Residents from Mulu, Tutoh, and Apoh have initiated a protest petition since September 2023, accumulating over 500 signatures protesting the GPS government's hydro dam construction plan last week. Within a week, the signatures have grown to over 800 from the communities.

  She mentioned that, according to the plan, the gathered signatures will be submitted to Premier Abang Johari at the end of this month to make the government aware of the people's determination.

  In response to Gerawat Jala's statement asserting that it is too early for the Baram community to oppose the Cascading Dam issues as they are still under discussion, she remarked that they are not rejecting development. However, it is crucial to know that Abang Johari initially claimed to have received the green light to proceed with the dam construction project, but no one knows who granted this green light.

  She emphasized that the people of Tutoh have the right to be informed and requested the government to engage in dialogue before initiating any projects.

  *Sg Gaat Communities also say NO to cascading dam*

  On January 14, Sarawak Premier Abang Johari Tun Openg stated that communities in three river locations in Sarawak, including Sungai Gaat, Sungai Tutoh, and Sungai Belaga, have approved the state government's construction of cascading dams in their respective areas."

  RFS conducted interviews with Tutoh and Belaga communities over the past two weeks and has now obtained a spokesperson's opinion from Sg Gaat.

  Contrary to claims that the cascading dam projects have community approval, Dixon stated that currently, no one has engaged with the communities along Sg Gaat regarding the proposed cascading dam.

  Sarawak Priemier Abang Johari claim that build cascading dam is to solve the crocodile issue, but the communities along Sg Gaat has no issue with crocodiles.

  As the longhouses along Sg Gaat have no electricity supply thus far. So if the dam is constructed for the benefit of the communities, then is very much appreciated. But if it is only to benefit just certain people , they will not agree to.

  Therefore he asked who are the one to give greenlight to abang johari? The communities want the responde from Abang Johari. He said, the communities want the basic infrastructure, if the dam is going to destroy their livelihood, then no one is allow it.

  *Mini Hydro: A Greener Choice, Banie Lasimbang Warns Against the Transformation of Cascading Dams into Mega Dams*

  Barnie Lasimbanng shares insights on the heated issue of Cascading dams in Sarawak. According to Banie, who is an expert in Mini Hydro practices, Cascading dams are considered better than Mega Dams, but when compared to Mini Hydro projects, the latter is even more environmentally friendly. He believes that Mini Hydro projects are favorable as they involve the entire community in the maintenance work.

  Returning to the Cascading Dam issue, the reason for public opposition lies in the lingering fear of Mega Dams. Mega Dams have been known to destroy the environment and submerge indigenous lands. Additionally, many promises made in relation to Mega Dam projects remain unfulfilled, fueling public skepticism and resistance whenever they hear the term "Dam."

  Banie expresses concern that if the government gains the trust of the people to construct Cascading Dams, there is a fear that these dams may transform into Mega Dams. This is something that needs to be guarded against.

  He questions whether we should believe in the government's promises if they proceed with constructing Cascading Dams. The skepticism arises from the unfulfilled promises and negative impacts associated with Mega Dam projects. This raises important considerations regarding trust and accountability in the context of future dam construction initiatives.

  *GPS, Where Are the Promises? Unraveling the Crisis of Infant Mortality in Murum Penan due Insufficient Medical Facilities*

  Gereng confirmed that the road to Penan Lusong Laku Settlement has been cut off and impassable since a week ago. This makes it difficult for the Penan people to move. Because all Penan settlements in Murum and Linau can only be reached through logging roads. There is no paved road to the Penan settlement.

Tangah holds the perspective that having electricity from the dam, which runs 24 hours, would be a preferable alternative.

  In Nyegol, two micro hydro systems have been installed with the assistance of NGOs. Despite the challenges posed by the dam, the community still enjoys expansive areas of land above the waterline. This land allows them to cultivate various cash crops, including pepper, rubber, ginger, lemongrass, and more. The produce is then sold weekly, providing a source of income for the community.

  Tangah's decision to stay in the village reflects a commitment to preserving their way of life, even in the face of significant changes brought about by the dam. The use of alternative energy sources like micro hydro and solar power showcases the community's resilience and adaptability in the wake of the Bengoh Dam project.

  *Residents Protest Sec 6 Land Measurement Amidst Allegations of Bribery and Misappropriation*

  Dennis Along and friends will make a report to MACC Miri at 10 am on 25 January 2024, it is about the case of abuse of power and misappropriation of money by some tribal leaders and counselors in the Mulu area.

  In 2009 PUSAKA KTS donated RM2 million in cash to the villagers of Long Terawan and Long Melinau Mulu, However, there is no financial statement of the use of the money. This RM2 million money was given by PUSAKA KTS because of the taking of NCR land from the residents.

  In 2019, the Radian Legon company opened a palm oil plantation in the NCR land area of the residents of Long Terawan and Long Melinau and announced cash assistance of RM 400k for the residents of Long Terawan, RM400K for the residents of Long Melinau and RM200k for the water pipe project for the residents of Long Terawan. Again, there is no financial statement related to the money.

  This time, the land measurement of the residents of Long Terawan and Melinau also witnessed the same method. Dennis Along believe that community leaders and councilors were also bribed until they agreed to the sec 6 measure.

  Before the dialogue and before the residents agreed to the sec 6 measure, the land and survey department along with the staff of private companies have been in their land area. They are strongly protesting and they don't want their land to be measured under sec 6.

  *Armed Enforcement and Unannounced Land Surveys: GPS Faces Backlash*

  The land survey arranged by GPS involves fully armed law enforcement personnel on site, appearing as if facing a major threat. Is this an intimidation tactic against the villagers? Such threatening methods are becoming more common, akin to entering a mall with weapons and indiscriminately taking goods – it's nothing short of thuggish behavior.

  According to him, the current land survey bureau enters the villagers' land without prior notification, deploying teams directly into the villages, catching the villagers off guard. This approach, whether based on law enforcement regulations or humanitarian considerations, is deemed incorrect.

  He mentioned that most of the villagers now are elderly and children, and the sudden arrival of law enforcement personnel frightens them. Human rights are completely ignored in this situation. He argued that if Section 6 (sec6) is in line with public sentiment, there is no need to invade community land in this manner. In other words, GPS is well aware that sec6 is unpopular and carries a connotation of land encroachment, prompting them to conduct so-called land surveys in this absurd manner.

  Viral discussion in Sarawak when the news said that there will be an appointment of TYT to replace Taib Mahmud whose term of office will expire next February. PM Anwar said, the announcement will be made in 2 days. While Premier Johari Openg said, the appointing power of the TYT is the absolute power of the Agong/King. For Voon the statements of the two main leaders are not accurate.   The area of land that is not entered/encroached is around 138.31 hectares. But lately the company has started encroaching on this area. Therefore, the residents set up restrictions and held the "Miring nabur beras Kuning" ceremony, a religious ceremony to prevent the entry of intruders into their land spiritually. Trespassers who violate the established mark, Bad luck will befall you.

This company has many cunning tactics and ways to trick the villagers into giving up their land. Besides Logan Entasan, residents in Lubok Nibong, Stapang, Tutoh Island and Tanjung Menawa are also facing the same problem. They have reported dozens of cases of encroachment on their land to the police and other authorities, but so far no action has been taken.

  According to Iswardy, the PMX-led government is at risk of being overthrown for investigating "untouchable persons". Currently the government led by Anwar is investigating Daim, his wife and 2 children, related to the Za Star Trust with a wealth value of RM244 million in the Cayman Islands. Tun Mahathir Mirzan's son was also investigated with the wealth collected in the BVI. Muhyiddin and his son-in-law were investigated in the JanaWibawa case and most recently former PM Ismail Sabri was also investigated in relation to funds promoting "Malaysian Family". Najib's case is still long and in trial. The former PMs 4,5,6,7,8 and 9 are being investigated.

  The risk according to Iswardy, these figures have followers and wealth. They have skillfully hidden their wealth and they are the ones who created the system that allowed them to be rich and powerful. They can spend RM750 or more to buy MPs to support them or sponsor candidates or political parties in elections. Actually this value is too small for them compared to the amount of wealth they stole.

  But in order to reform, PMX Anwar Ibrahim dared to do this even though he was aware that his actions would have a bad effect on the government. Asked if this investigation was ordered by Anwar? Directly or indirectly. Anwar detects/suspects irregularities, it is the duty of the authorities to investigate. Previously - if known by the previous Prime Minister.   Sarawak Prime Minister Johari Openg claims that the proposed construction of three cascading dams along the Gaat River, Tutoh River, and Belaga River will have no adverse environmental impact. However, residents from these areas have written letters expressing their support for the dams to be built. In response to community objections, Gerawat Gala stated today that the decision on whether to proceed with the Sarawak government’s proposed cascading dam projects is still pending a feasibility study. This study aims to assess the technical and commercial viability of the projects.

  Thomas Jalong emphasized that any project involving villagers and land should prioritize community discussions as a primary and crucial condition. He highlighted the potential impact of projects in inland areas on the lives and livelihoods of local communities. Blindly initiating projects without proper communication may lead to community backlash, and proceeding without assessing the environmental impact could result in unforeseen issues.

  Jalong expressed his belief that the announcement by Abang Jo to construct three dams faced strong opposition from affected communities, with significant support gathered through collected signatures. This indicates that the GPS government's dam construction plans lack approval from the local population. Jalong stressed that without obtaining local consent, such plans should not proceed.

  He states that what is outlined in the MA63 agreement does not need further negotiation because it is the right of Sabah and Sarawak as per the MA63 agreement. Why has the MA63 issue been continuously negotiated for so long?

  Regarding Sarawak, what is the plan behind seeking environmental autonomy when Sarawak's forests have already been extensively destroyed by the government issuing logging licenses for the sake of their own profits?   Muna, a small padi farmer in Sarawak, shares the challenges she faces due to global climate change, making it increasingly difficult to achieve a bountiful harvest. Several factors contribute to her struggles, the foremost being prolonged droughts and floods that disrupt the delicate balance required for successful padi cultivation.

  The changing landscape plays a significant role in Muna's predicament. With vast forest areas now converted into oil palm plantations, the natural habitats of various animals, including birds, have been disrupted. These creatures, struggling to adapt to the altered environment, turn to padi farms for sustenance. As a result, they become a menace to the crops, causing further distress to small-scale farmers like Muna.

  The government need to look seriously into those issue and must find ways to help the padi farmers. Especially farmers who are doing padi planting along the riverside or seaside to build bund or waterblockade.

  *Bumpy Roads, Silent GPS Gov and Timber Giants: Sarawak's Interior Villagers Bear the Burden of Repairs*

  A video lasting almost 3 minutes went viral today. Showing a bulldozer repairing the red dirt road leading to Hulu Tinjar. According to the background voice of the video, The people of Tinjar are so disappointed with the administration of Sarawak Premier Johari Openg who uses state revenue for his own benefit and his cronies.

  According to Robertson, what the video shows is a normal situation for Tinjar residents. Many longhouses spent their own money to improve the road because the GPS government's promise to improve the log road to their village was not fulfilled.

  He said that, the road leading to his long house was impassable after being hit by floods a week ago. The background voice from the video urges the people to choose wisely in the upcoming elections.

  Asan Banta also shares the road situation in Ulu Tinjar.

  He said that the road to his house is a log road, only four-wheel drive vehicles can pass through the rickshaw and muddy road. They have repeatedly requested to be given a paved road, Until YB even came and saw the bad condition of the road that the villagers pass every day, but so far no action has been taken.

  What is more difficult for them is that their agricultural products and palm fruits cannot be marketed because of the badly damaged roads. Even more unfortunate according to Asan, the road that has been paved starting from Lapok town is also badly damaged because everyday Shin Yang log trucks pass through it.

  He suggest that the main roads to the longhouses must be paved for the convenience of the residents. Last week, Baram residents from Long Bemang had to collect a Toll of RM30 for each car passing through the Long Bemang log road. The money collected was used to hire a bulldozer to repair the road.

  Abun Sui, Senator of PKR Sarawak

  *Community Engagement Urged Before Sungai Belaga Dam Construction*

  Abun Sui urged the GPS government to engage in comprehensive consultations with affected communities before proceeding with the construction of cascading dams along Sungai Belaga. He emphasized that while the communities in the Belaga district support development, they seek active involvement and communication from the state government.

  He pointed to the history of unfulfilled promises associated with the construction of Bakun and Murum dams in the Belaga district. He questioned the necessity of cascading dams, highlighting that the existing dams already generate sufficient electricity to meet current demand.

  Abun Sui also raised concerns about the lack of information regarding the party or parties that initiated the request for the construction of cascading dams along Sungai Belaga. As of now, no local group or individual has come forward to claim responsibility for communicating with the state government on this matter.

  If the state government is genuinely committed to developing the Belaga district, it should consider elevating the district to the 13th division of Sarawak. He expressed confidence that such a move would attract more development to the region.

Residents in two different locations protested against a false statement from the Premier of Sarawak stating that the residents of Belaga, Tutoh and Gat agreed to a hydro dam being built in their area.   *Penan Protest: Calls to Revoke Samling's Logging License Renewal*

  MTCC's action of approving logging licenses to Samling in the Penan area of Long Gita, Long Tevega, Ba Nyakit, Long Adang, Ba Beresek and Long Daun, this is very surprising. Although such a license was canceled last July 2023. My question to MTCC, has Samling met all the conditions required by the government?. Nick asked. The Penan people in the 6 areas involved in Ulu Limbang wrote a letter to MTCC asking that the logging license to Samling be canceled because Samling did not consult or dialogue with them. FPIC is not implemented. We ask SIRIM to withdraw the license that has been granted. Until now there is no dialogue with the local population in the area. According to Nick again, what Samling did was. After learning that their license was revoked in July 2023. They approached several Penan groups in the area and built houses for them and promised jobs and help. It is possible that the statement of agreement from this small group was reported to the MTCC to allow the license to Samling to be approved. Nick urged MTCC, SIRIM and other authorities, to go down to the ground and hear for themselves what happened. Disappointed with what happened, the Penan people in the 6 areas involved requested that the logging ban zone be declared first before a license is issued to Samling.

  *NGOs' Key Role in Indigenous Land Rights through Transparent Land Surveys*

  In a recent collaboration between SDNU and DBNA, a perimeter survey seminar unfolded as a crucial initiative to address land rights issues faced by Indigenous communities. The seminar, hosted by SDNU President, welcomed various Dayak-based NGOs to participate in the comprehensive survey, shedding light on the importance of securing Native Customary Rights (NCR) in the region.

  For years, SADIA has been at the forefront of NCR surveys, utilizing GPS devices to map out territories, particularly for NCR court cases across Sarawak since 2000. The organization has consistently provided detailed maps to the government, aiding in the identification and protection of NCR lands.

  Nicholas Mujah said that, the inclusion of NGOs in the survey aims to ensure the government's adherence to ethical practices and to prevent any controversial land acquisitions under Section 6. The current perimeter survey operates in compliance with Section 6, with subsequent production through Section 6(A) of the Sarawak Land Code, focusing on areas ranging from 500 to 1000 hectares.

  However, concerns have been raised about potential violations of customary rights under the current survey system.

  In contrast, the older survey method, employing Section 5, provided a clearer definition for surveying NCR lands of Indigenous Peoples. Titles were then produced under Section 18 of the Sarawak Land Code.

  As Sarawak navigates its path towards sustainable development, collaboration between academia, NGOs, and government bodies becomes increasingly vital. The perimeter survey seminar represents a step forward in safeguarding the rights and livelihoods of Indigenous communities, fostering a harmonious balance between development and environmental preservation.

  *Challenges of Unstable Interior Networks: Urging Improvement in Communication Infrastructure*

  CONNECTme NOW, a high-speed wireless satellite broadband service, has expanded its coverage to 2,000 locations across Sarawak, benefiting rural communities and serving around 200,000 Sarawakians, constituting about 10% of the state's population. With nearly 4,000 services nationwide, this initiative aligns with Sarawak's focus on enhancing connectivity as part of the state government's initiatives.

  Despite this positive development, challenges persist in some rural areas, as highlighted by Mr. Anyi from Long Tebangan. He expressed dissatisfaction with the existing broadband coverage in his village, emphasizing the need for reliable internet access. Anyi's concerns shed light on the ongoing difficulties faced by residents, including limited mobile phone network coverage, especially in remote areas like Baram.

  Anyi's experience underscores the importance of comprehensive connectivity, as he faces challenges in communication during his journeys. The lack of network coverage poses significant obstacles, particularly in emergencies when immediate assistance may be required.
