How Long Can States Hold Out On MCO? | Broadcast 6 May 2020
ENGLISH - On today's show we discuss whether Malaysia is ready to lift its movement control order, why some states are taking longer than others and if the poorest can realistically continue to wait it out without further government assistance. Health must come first, but who’s going to help the hungry?
Lawyer Dominique Ng says Sarawak's decision not to immediately follow the Federal government's conditional MCO is partly a response to a lack of consultation and consideration about its impact on the state. With so much confusion, surely its safer to iron out the details first, he says. But as the weeks go by, Dominique understands that the poorest are suffering and that concessions should be made for struggling business owners and workers. Perhaps the MCO should be relaxed a little in Sarawak he suggests, especially police enforcement that has seen numerous arrests and excessive punishments for those seen to be flouting the MCO.
Over in neighboring Sabah, Professor Dr Martin says the economy should be reopened as it's one of the country's poorest states and Covid cases appear to be on the decline. With food and cash aid drying up, the B40 are suffering, he says. The last few months have highlighted that the state government should focus on agroecology as a means of income for rural Sabahans to ensure food security in the state.
Then, Professor Datuk Dr Denison Jayasooria says opening the national economy is a positive move, which will allow micro-businesses, curry puff stalls, nasi lemak vendors and vegetable sellers who are self-employed to start working again. As long as business owners adhere to the government's health advisories for hygiene and social distancing, then the economy can begin where it left off, he says. The Federal government should hold an open dialogue with state government's he says, to find a bi-partisan solution and to avoid reactionary and petty Fed vs State politics, which could disrupt more lives in the process.
Finally, we hear from two Sarawakians struggling to survive under the MCO. Apek Suria anak Manggie moved to Kuching with his family after land in his kampong was stolen by big companies. Before lockdown he worked on a construction site, but after losing employment, he has been forced to flout the MCO and risk arrest in order to feed his family. Likewise, Bernabas from Bintulu tells us he hasn't been able to earn since the MCO began in March. With food aid almost finished, how will he feed his family? And how will he pay his rent, he wonders? Returning to his kampong is impossible he says, as the headman has blocked anyone returning from urban centres.
